Site Description
The Loveland Service Center is located at the corner of Wilson Avenue and First Street. The Center houses the City’s Water & Power and Public Works/Facilities Department, in addition to mechanical and warehouse facilities, which will be expanding in 2013. This site will undergo major additions and realignment of City services.

A new entrance for the Center will be created along First Street, which is the site identified for the inclusion of public artwork. This site is not normally frequented by the public; however, it is highly visible and, there is a desire to make the entrance and perimeter area aesthetically pleasing to the general public.

Scope and Project Description
The artist will be responsible for the design and execution of the main entryway feature. It is important that the selected artists understand site functionality and the overall design concepts for the expanded site. The selected artist will begin work on the design team immediately.

The work(s) of art should:
utilize the topography of the site
be visible from vehicles along First Street
interpret the functions of the site
serve as an identity marker for the site
(may) include landscaping as part of the overall design

The overall budget for the artwork portion of this project is approximately $75,000; to include design, fabrication, insurance, installation, contingency, travel and all incidental costs.
The selected artist will be paid at an hourly rate from this overall project budget during the design phase of this project. The overall design budget may not exceed $5,000.

The project is open to any professional artist residing within a 150-mile radius of Loveland.

Selection Criteria
The primary criteria for selection are:
Experience in collaborating with architects and design teams
Ability to communicate effectively and meet critical deadlines.
Previous similar artistic accomplishment as shown in images of artwork
Available to begin work immediately.

Selection Process
The selection panel will be representatives from the following groups:
Visual Arts Commission (4)
Water & Power staff (2)
Facilities staff (2)
Loveland Citizens (3)

The review panel will make a recommendation to the Visual Arts Commission (VAC). The final artist selection will be made by the VAC.

Submission Requirements
Each application must include:
Current resume or curriculum vitae
Five - ten digital images of past work fabricated within the last five years
A written preliminary statement, not to exceed one page, which addresses the artist’s interest in this project and a preliminary statement of approach
3 professional references

Applications must be received by February 15, 2013.
Finalists will be notified by March 11, 2013.
The selected artist must be able to begin work on the design team immediately.

The Commission reserves the right to reject all proposals.
