Summary:

The City of Raleigh invites artists who are United States citizens to submit qualifications to provide site-specific public art for Raleigh’s new Buffaloe Road Aquatic Center. The project budget is $70,000 inclusive of all expenses including design, fabrication, installation, travel, taxes and fees. Qualifications must be submitted via CaFÉ™ by 5 p.m. E.D.T. on Friday, April 9, 2010. There is no fee to submit qualifications.

Project Overview:

The Raleigh Parks and Recreation Department is developing the Buffaloe Road Aquatic Center as part of the Buffaloe Road Athletic Park at 5900 Buffaloe Road, Raleigh, NC. This new recreational swimming facility will be a regional destination located within an 167-acre park that includes a half dozen athletic fields and hiking trails, wetlands, and, in the near future, connection to a greenway along the Neuse River.

Designed by Szostak Design (Chapel Hill, NC), the Aquatic Center will include a leisure pool with a giant water slide, a zero-depth entry and other pool features as well as a concession area, locker rooms, and support spaces. The facility of about 18,600 square feet will attain LEED Silver Certification. The project is scheduled to advertise for bids in mid-March 2010, break ground in summer 2010, and open in fall 2011. The Buffaloe Road Aquatic Center is funded by an $88.6 million Parks and Recreation Bond approved by Raleigh voters in 2007. The bond funds land acquisition, park improvements, development of greenways, and new park facilities throughout Raleigh.

Public art at selected sites is authorized by the Half Percent for Art ordinance established by the Raleigh City Council in 2009 and implemented by Raleigh’s Public Art and Design Board and the Raleigh Arts Commission. The Buffaloe Road Aquatic Center has been selected for public art based on its impact on a broad regional audience and its unique accessibility in a suburban watershed.

Public Art Goals, Opportunities, and Possible Themes:

Public art at the Buffaloe Road Aquatic Center will:

• Encourage visitors to reflect on the natural beauty of the park;
• Recognize the creative spirit of the architecture;
• Engage visitors and enhance experiences of the park and swimming facility.

The Public Art and Design Board has identified opportunities for public art including, but not limited to:

• The landscape/streetscape entry to the facility, including the landscaped islands created by the drop-off cul-de-sac (see site plan);
• The exterior patio, visible upon arrival, which may include a 1,500 gallon cistern that will harvest rain water fed to a bioretention pond near the facility (see east exterior elevation detail);
• The interior wall of the pool area starting 8 feet above the pool deck, a surface approximately 108 feet in length and 13 feet in height that includes ten vertical windows (see west interior elevation).

Themes that public art might address include, but are not limited to:

• Water in its different forms;
• Water stewardship and conservation;
• Water and healthy lifestyles;
• The intersection within this facility of people of different ages and abilities.

Budget:

The project budget is $70,000 inclusive of all expenses including design, fabrication, installation, travel, taxes, permits and fees.

Selection Criteria and Process:

The Public Art and Design Board has appointed an Artist Selection Panel that includes a member of the Board, an artist, an arts professional, a design professional, and a representative from the Raleigh Parks and Recreation Department.

The selection process will have two stages. During the first round, the Artist Selection Panel will evaluate qualifications of artists based on five criteria: artistic merit; placemaking experience; experience in collaborative public art processes; project management experience; and technical expertise.

The Artist Selection Panel will identify up to three finalists to invite to Raleigh for interviews. Finalists will receive a stipend of $500 to cover all travel and related expenses associated with the interview. In addition to reviewing qualifications and previous experience in detail, panelists will discuss with the finalists their approaches to the project and respond to questions. A specific proposal is not expected from the artists at this interview.

The Artist Selection Panel will choose the artist for the project and forward that recommendation to the Public Art and Design Board. Upon approval by the Public Art and Design Board, a scope of services and budget will be developed based on the artist’s or artist team’s approach to the project.

This is a fast-track project requiring commitment to the following timetable:

Application Requirements:

Applications must be received at CaFÉ™ by 5 p.m. Eastern Daylight Time on Friday, April 9, 2010. There is no application fee to apply or use the CaFÉ™ online application system. The following materials will be required:

1. Statement of Interest. A statement briefly outlining interest in this project and experience working on comparable projects should be submitted via CaFÉ™ (3,000 characters maximum). Applicant(s) may apply as a single artist or team. If applying as a team, identify all team members in the statement.

2. Resume. A resume of one-to-two pages highlighting professional accomplishments should be submitted via CaFÉ™. Resumes over two pages will not be accepted. If applying as a team, submit a one-to-two page resume for each team member.

3. Digital Images. Ten digital images of previously completed artworks should be submitted electronically via CaFÉ™. Instructions on how to format images for CaFÉ™ can be found at http://www.callforentry.org/imaging_tips.phtml.

4. Image Identification List. A separate document providing information about the images should be submitted via CaFÉ™. For each image submitted, list the name of the artist(s), title of work, date, media, size, site, client, and budget (750 characters per image maximum).

5. References. Contact information for three references should be submitted via CaFÉ™. Contact information should include name, title and affiliation, phone number, and email address.
