AIPP Mission Statement

The Art in Public Places program enriches New Mexico’s public spaces through an innovative and diverse public art collection.

Over 2,200 works of art have been placed in public spaces across New Mexico through the program. A variety of media by artists from all cultures and backgrounds reflects the diversity of the arts in New Mexico, the Southwest, and the nation to create a diverse and dynamic public art collection for the State of New Mexico.

Through a fair and open public process, committees made up of local and regional representatives work with New Mexico Arts staff to select artwork for their communities. The Art in Public Places program then commissions large-scale projects that are designed for integration directly into the architecture of a building, or the program purchases existing original artwork to be placed in public buildings permanently or on loan.


Project Intent

The Local Selection Committee at New Mexico State University is interested in commissioning artwork that provides a response to the architecture of the building, enhances livability of the space and conceptually articulates the purpose of the college, which is to collaboratively develop educational practitioners and leaders to work effectively in a diverse society. Artists using innovative concepts and materials are encouraged to apply.

The primary opportunity for artwork placement is a three story atrium which serves as the main entry point of the building and is used for student assemblies, speakers and special engagements. The space is capped by a large skylight that cannot support an additional structural load. Due to the diverse use of the space, free-standing artwork cannot be accommodated on the ground floor of the atrium. There are two secondary exterior locations; the first is directly outside of the main entrance facing Williams Avenue, and the second is outside of the entrance facing Stewart Street. The selected artist or artist team may use any or all of the available space to communicate their inspiration for the project.

Media must be durable, low maintenance, permanent, suitable for outdoor display, safe for both children and adults and be ADA compliant. At the selected artist’s expense the artwork may require certification by a licensed structural engineer and a review by a professional Fine Art Conservator.


Eligibility

This project is open to all artists or artist teams who are legal residents of the United States. Artists submitting qualifications should be experienced in creating public funded commission projects of a similar scope. Qualifications submitted by and on behalf of faculty and staff of New Mexico State University will not be considered. Finalists may be required to submit verifiable proof of residency prior to being awarded a contract.

The mission of the College of Education at New Mexico State University is to serve the people of New Mexico through education, research, extension education, and public service with specific emphasis on innovative practices, overcoming barriers to learning, international activities, technology, and literacy for the diverse populations of New Mexico, surrounding states and border communities. Project Amount

$170,900 is available for this project. This amount includes all fees and expenses associated with the project, e.g., materials, equipment, labor, permits, insurance, taxes, travel, installation, shipping, project plaque, and written and photographic documentation of the completed project.


Selection Process and Criteria

The Local Selection Committee is made up of representatives from the owner and user agencies of the facility, project architect, an artist, arts professional and local community members. In some cases representatives from the student body serve on the committee. Under the guidance of an AIPP Project Coordinator, this group of individuals is responsible for prospectus development, submission review, finalist selection and ultimately selecting the artist or artist team to be awarded the commission project.

The selection criteria shall include, but is not limited to:
  • The professional qualifications of the artist(s) as evidenced by the supporting materials.

  • Proven ability to undertake projects of the described scope.

  • Artistic merit and superior caliber craftsmanship as evidenced by the images.

  • Suitability of submission to project intent and site.

Up to five finalists will be invited to submit a formal proposal for the project. Finalists will receive a $1000 honorarium for a written proposal and a maquette of the proposed artwork. One site visit will be required of each finalist to include a personal presentation to the Local Selection Committee and the public. All maquettes, samples and written proposals will become the property of New Mexico State University. Additionally, each finalist/team will receive a travel stipend based on mapped mileage according to the following schedule:
$250 for travel and lodging between 50 – 300 miles one-way.
$450 for travel and lodging between 301 – 800 miles one-way.
$900 for travel and lodging over 800 miles one-way.

Artists or artist teams short-listed as finalists for this project will be required to enter into a Finalist Presentation Contract with the State of New Mexico. A sample Finalist Presentation Contract is available on New Mexico Arts website.

The artist or artist team that is ultimately awarded the commission project will be required to enter into a Professional Services Contract with the State of New Mexico. A sample Professional Services Contract is available on New Mexico Arts website.


Submission Requirements

Please read the following information carefully as incomplete or late submissions will not be accepted. Supplemental information beyond what is requested, including proposals specific to this project, will not be reviewed by the Local Selection Committee. Failure to provide any of the published requirements will result in disqualification from the competition. All materials must be submitted in digital format according to the specifications outlined on CaFÉ.
  • A letter of interest or statement of qualifications.

  • A current chronological resume or curriculum vitae demonstrating relevant work experience, particularly public art or privately funded commission projects. Please note that a biography or an autobiography will not fulfill the requirement of a current resume.

  • An annotated image list containing the title, media, dimensions, year of completion, project description, budget and commissioning agency. Please note that by default, CaFÉ will organize the images in your submission alphabetically. If you wish to present the images to the committee in a different order you must prioritize the images before submitting an application.

  • Ten images of previously completed work. Please review and follow the image preparation guide on CaFÉ.

If you would like to have your submission materials reviewed by an AIPP staff person, please make an appointment no less than two weeks prior to the submission deadline. Technical assistance calls increase dramatically during the final two weeks of the open submission period; therefore we cannot guarantee review during the final two weeks of the competition. Submission materials will not be reviewed on the day of the deadline.
