Headquarters and Training Facility

Miami-Dade Fire Rescue (MDFR) has designed a state of the art training facility set to open in 2010. This facility is located behind the existing Fire Rescue Headquarters on a 5 ½ acre site in the City of Doral, FL. The facility will include an administration building, multiple live fire training props, a technical rescue training area, and a maritime training simulator.

The administration building will house five multi-purpose classrooms, an Emergency Medical Services (EMS) training lab, a 240-person auditorium, an Olympic-sized pool, a gymnasium, and office space to house the training staff. Adjacent to the administration building is a 3-bay fire station complete with 12 dormitories. This station will be used for training of new firefighters and officers.

Adjacent to the administration building is the drill area, which is complete with a large outside covered area to accommodate apparatus and training activities protected from the sun. Additionally, there is a 2-story residential building with five different live fire training simulators; a commercial occupancy with warehouse space with live fire training simulator as well as store fronts on one side with live fire props; a five story training tower equipped with a functioning elevator and a floor plan to simulate apartments and office space. Finally, there is an open pit fire prop used to simulate liquid fuel spills and fire containment.

The technical rescue area contains an above ground confined space training simulator, a below-grade trench rescue training simulator, and an auto extrication area that is covered to protect personnel from the elements.

The maritime training simulator is a 3-level prop designed to look like a cargo ship. It will have various live fire training props as well as a large search and rescue confidence maze.


Opportunities for Public Art
In collaboration with Miami-Dade Fire Rescue Department, Miami-Dade Art in Public Places has identified three opportunities for the integration of public art. The decision to implement opportunities will be based upon the artists’ site specific project proposals and the recommendations of the Miami-Dade Art in Public Places Professional Advisory Committee. The estimated project budgets for these opportunities are intended to suggest preliminary financial parameters for conceptualizing project proposals and are intended to be inclusive of all costs to design, fabricate, install and implement art projects.

Artists may express interest in one or more opportunities and are required to submit a preliminary statement detailing their initial approach to the public art components for which they intend to address.


Redesign of Existing Headquarters Facade-
Estimated Project Budget $360,000

Miami-Dade Fire Rescue Department, in collaboration with Art in Public Places, seeks an artist or team of artists to create a permanent, site specific installation that will transform the existing façade of the Fire Rescue headquarters facility into a new media installation that artistically depicts the activities of the department, welcomes the community and employees, and creates a public identity for the Headquarters and Training facility.

The project team envisions that an artist will create an exterior lighting component, integrated screen or a projection system that will embellish the existing architectural features of the facility and serve as a showcase for digital and time-based media. The media installation will be located on a the façade of a public building on a busy thoroughfare in Doral, FL. On a daily basis, the artwork’s screens will deliver artistic media content, and during times of emergency, the artwork should convey informational messages to visitors and vehicular traffic. The design and imagery should reflect a strong aesthetic and educational statement about the activities of the Fire Rescue Department. When implementing exterior lighting components, it is vital for the artist to consider the visibility of artwork during daylight hours.

During the proposal design phase, the shortlisted artists will be asked to consider and/or relocate the existing Fallen Firefighter statue.


Exterior Fencing Art Component-Estimated Project Budget $90,000

It is conceived that an artist will design an art component for the exterior fencing inserts surrounding the employee parking area of the new Training Facility. The imagery should be integrated into four metal inserts along the masonry fence and will respond to the design concept of the entranceway and façade of the headquarters facility.

Interior Entranceway of Training Facility- Estimated Project Budget $30,000
(This opportunity is open only to Miami-Dade County based artists)
It is conceived that an artist will design an interior art component for the entranceway of the new training facility. The installation should utilize and artistically interpret historical photographs and events of the Fire Rescue Department.

Please note, this is a time sensitive project, and therefore, it is critical for artists applying to this Call to have the ability to adhere to this very tight schedule. Anyone applying to the Call will be expected to comply with advertised deadlines.

Professional artists with demonstrated experience in creating signature works of art are strongly encouraged to apply for this project. Miami-Dade employees, as well as selection panelists and panelists’ immediate family members, are excluded from participation in this public art project.

Art in Public Places is a program of the Miami-Dade County Department of Cultural Affairs responsible for the commission and purchase of artworks by contemporary artists in all media. One of the first public art programs in the country, Miami-Dade Art in Public Places was established in 1973 with the passage of an ordinance allocating 1.5% of construction cost of new county buildings for the purchase or commission of artworks, educational programs and collection maintenance. The Art Trust Fund is administered by a County Commission-appointed citizens’ board, the Art in Public Places Trust, in consultation with its Professional Advisory Committee. ABOUT MIAMI-DADE FIRE AND RESCUE DEPARTMENT
The Miami-Dade Fire Rescue (MDFR) department came from meager beginnings to emerge as one of the preeminent fire rescue departments in the United States and abroad. In 1934 MDFR was organized as a single-unit “fire patrol” and has grown into one of the ten largest fire rescue departments in the United States. During fiscal year 2006-2007, MDFR responded to approximately 229,000 emergencies, and MDFR’s Air Rescue trauma helicopters flew more than 1,900 missions. Selection Process It is anticipated that a three-member group of arts professionals drawn from the Professional Advisory Committee (PAC) will identify a small number of finalists who will be paid an honorarium of $1200 (Redesign of the Exterior Façade Opportunity), $750 (Exterior Fencing Opportunity) and $500 (Interior Art Component Opportunity) to develop specific proposals prior to final selection. The primary criteria for finalist selection will be previous artistic accomplishment as demonstrated in images of previously completed artwork, public art experience, and/or initial approach to the project as demonstrated in the preliminary statement. If appropriate, the PAC reserves the right to recommend artists directly from initially submitted applications.
Selection Panel Appointed by the Art in Public Places Trust, the PAC is a national panel composed of professionals in the field of art, public art, architecture, art education, art history, or architectural history. A three-member group will be drawn from the PAC to review all artists’ work responding to this request and recommend one or more artists for commission by the Trust.
