The AVTEC Public Art Selection Committee requests qualifications from artists for interior and exterior public art. Please see location descriptions and renderings for exact locations.

Artists may be considered for more than one site. Applications will be judged on a competitive basis from which up to five semi-finalists may be selected for each site. Finalists will be paid to develop a final proposal.

It will be up to the art selection committee to select the final site and the best possible artwork for each site.


Themes:

For both Interior and Exterior:
The Art Selection Committee is interested in artwork that is uplifting, cheery and reflects culinary themes. Themes that remain current over time are preferred. Artwork should complement existing architectural materials, style, and color scheme.


Project Description:

Address - 516 3rd Avenue Seward, Alaska.

Construction of the new Culinary Academy began in June, 2009. The facility will be approximately 13,000 square feet addition and have 3 levels. The Department of Transportation and Public Facilities (DOT/PF) is managing the project. The Department of Labor Alaska Vocational Technical school will own the building. Construction is scheduled for completion in August 2010.


Site Descriptions:

Site 1 – Exterior Entry Area. Near the building sign on the north side, art can be placed in multiple locations in this space as long as it doesn’t obstruct the window.

Site 2 – Exterior Handrail/Guardrail
This site will be visible to public visitors, permanent staff, and passing traffic en route to the parking area. Artwork / Guardrail design shall be fabricated from a durable metal that complements the corrugated metal exterior. The handrail shall comply with the 2006 International Building Code and the requirements of the Americans with Disabilities Act.

Site 3 – Exterior Themed Art at Level 0 Entrance (Walk-out Basement / East Entry) The support posts and canopy are possible locations for art at this site.

Site 4 - Interior Whiteboard Cover
This site will be visible to the public, students and permanent staff. This piece shall be made of a material that covers the classroom whiteboard (8’-0”W x 4’-0”H) while not in use. The cover shall be hinged for easy access to the whiteboard.

Site 5 – Open Stairwell
This site is in the west open stairwell that allows access to the 2nd floor (level 3) conference center from the 1st floor entry (level 2).

Site 6 – Miscellaneous Interior Locations
This site will be visible to the public, staff and students. Artwork may be placed in multiple locations throughout the dining area and conference center.

Site 7 – Windows
Artwork may occupy the area allocated to the top band of windows on the second floor.


Budget:

The total amount of commissioned artwork will be an amount up to $62,000 USD. The selected artists’ budgets will include all costs of design, engineering, fabrication, installation, artwork transportation, special handling fees, special lighting (if any), photographic documentation, liability and automobile insurance, and an identifying plaque made to ASCA standards and specifications. State laws related to public construction, including licensing, insurance, bonding, and payment of prevailing wage rates, may apply. Finalists will be apprised of this information.


Maintenance and Special Considerations:

Please note that outdoor air temperatures fluctuate between 80 deg. F in the summer, to minus 10 deg. F in the winter. The installation must be permanent and designed to last the life of the building (50 years). Viewers may touch the artwork if it is installed in an accessible location, therefore artwork must also endure substantial public use. Routine maintenance requirements must be minimal. Replacement features, such as special lighting, must be commercially available in Alaska.


Timeline:

Installation dates will be negotiated individually with each commissioned artist. Artists will coordinate art project timelines and work with general contractor and landscaping contractor to complete integrated artwork before August 2010.


Criteria for Selection:

The criteria for selection will include:
• Quality, appropriateness, and originality of the artist's past work as evidenced by the digital or slide images, the letter of interest and resume
• Durability, maintenance requirements, and safety considerations related to past commissions.
• References that attest to qualifications and ability to complete the work accordingly.


Architect Statement:

The Alaska Culinary Academy (AVTEC) is currently in the process of expanding its program space. The new addition will include a new Training Kitchen, Restaurant Kitchen, A la Carte Kitchen, a public Dining Room, Banquet / Conference facilities along with classrooms, restrooms and administration space.

The new addition consists of three floors and is being built just to the north of the current school to take advantage of views and the existing sloped topography. A walk-out basement with an entrance to the east allows for easy access from the adjacent student services center and lower parking lot. The entrance to the west located on the second level allows for easy public access from Third Avenue, the upper parking lot and the adjacent Student Dormitory.

The exterior building design is influenced by the existing culinary school and the architectural character of adjacent residential homes and small businesses. Exposed heavy timber canopies are designed for each entry to welcome visitors at a more human scale and to protect entrances from inclement weather. Full height windows on the second and third floors take advantage of natural light and views of the surrounding mountains and Resurrection Bay. The exterior finishes consist of smooth and split faced concrete masonry block, pre-finished fiber cement siding along with corrugated metal siding accents.

The interior design responds to the school’s needs for both public and non public spaces. The kitchen / training areas will have finishes that are both durable and easy to clean. The more public spaces such as the restaurant, banquet and conference facility will have softer finishes and colors to help complement the space.

AVTEC is a division of Department of Labor and Workforce Development and proudly supports the department’s mission to train Alaskans for jobs in Alaska. AVTEC’s mission is to train a diverse and effective workforce that supports the economic growth and stability of our state. The Culinary Program specifically provides training in the job-related social and technical skills needed for building a successful career in the Alaska Hospitality Industry.
