REQUIREMENTS: Images: 10 View Site Details REQUEST FOR QUALIFICATIONS Fifth and Walnut Streets Parking Garage Percent for Art Project Columbia, Missouri Open to All Artists THE PERCENT FOR ART PROJECT The City of Columbia, Missouri, invites artists to apply for a public art project at the planned Fifth and Walnut Streets Parking Garage. The City seeks an artist or artist team to create new site-specific, original, public artwork(s) for the garage. Works in a variety of durable media and forms will be considered. The project is a component of Columbia’s Percent for Art Program, established in 1997, and is being implemented by the city’s Office of Cultural Affairs (OCA). Artists should submit qualifications only, not a design proposal (see Selection Process and Application Information). THE PARKING GARAGE PROJECT Once completed, the 10-level facility in downtown Columbia will provide 655 public parking spaces as well segregated and secure below-ground parking for 48 Columbia Police Department vehicles. Two stair/elevator towers for vertical circulation of patrons will be at the northwest and southeast corners of the garage, and will be glass enclosed to maximize visibility for patrons and proximity to nearby destinations. Located adjacent from the Police Department and Columbia’s main United States Post Office, the garage is within walking distance of two city parks, the Boone County Courthouse Square, Columbia’s City Hall and numerous downtown shops and restaurants. The garage façade will compliment surrounding downtown Columbia architecture and will employ pre-cast panels to mask ramped parking structure floors. The structure will also include storage areas for use by city departments and wash bays for police vehicles. In addition to the parking utility, approximately 13,000 square feet of mixed-use space is designated for the ground level of the structure, along the Walnut Street frontage, for integration of retail, office or restaurant development. THE ART PROJECT As a designated Percent for Art project, one percent of the overall construction project has been set aside for site-specific public art at the garage. Due to its prominence in the downtown area and the high volume of traffic to and from it, the project affords a unique opportunity for meaningful public art in Columbia. No aspect of the art is pre-determined. THE ART BUDGET The budget for the site-specific public art at the Fifth and Walnut Parking Garage project has been established at $110,000. The amount must include all artist fees, materials, fabrication, shipping, installation, etc. ARTIST ELIGIBILITY The project is open to all artists and artist teams legally residing and eligible to work in the United States of America. Professional artists with experience in the field of public art are encouraged to apply. All applicants, regardless of race, sex, religion, nationality, origin or disability, will be considered. If appropriate, more than one artist may be selected. ARTIST SELECTION PROCESS All applications must be received though CaFÉ, www.callforentry.org. Applications will be evaluated by the city’s Standing Committee on Public Art on the basis of artistic and technical merit and strength of past work. Relevant work in the field of public art is desirable. The number of finalists is not pre-determined. All finalists will be invited to interview with the project selection panel and will receive an honorarium of $500 for doing so. Reasonable expenses associated with travel to Columbia for interviews will be reimbursed. Finalists will not be asked to develop design proposals for the interviews, but should be prepared to discuss how they might approach the project, including collaboration with the design consultant for the parking garage, as well as present a brief survey of their past work. Following the interviews, the Standing Committee on Public Art will then recommend the artist(s) they believe to be most qualified for the project to the city’s Commission on Cultural Affairs. The City Council will finalize the decision. APPLICATION INFORMATION To be considered, complete an application at www.callforentry.org, submitting the following information: • a current professional résumé, emphasizing public art experience and/or public commissions • contact information for two professional references • ten (10) images of completed works • a numbered list that corresponds to application images. Include file name, name of artist, title of work, medium, dimensions, date and location of the work, and project budget (for public commissions). • a brief statement (1000 character limit). Outline how you might approach this project and how it could relate to your current work. Applications cannot be accepted by mail, fax or e-mail.
