DESIGN TEAM ROSTER - REQUEST FOR QUALIFICATIONS

The Regional Arts & Culture Council (RACC) in Portland, Oregon, invites artists/teams currently living in Oregon, Washington, Idaho and Northern California to submit qualifications for the RACC Design Team Roster. The deadline for submissions is 11:59 PM (Mountain Standard Time), Friday, February 12, 2010. Artists previously selected for RACC’s Design Team Roster must reapply. Applications will only be accepted through the CaFE™ system (www.callforentry.org).

DESIGN TEAM WORK

The outcomes of many buildings, transit stations and landscapes can be significantly influenced by the creative talents of artists’ early involvement in the process. For most public and private projects, a design team is assembled to develop the project’s overall design, including public use, traffic flow considerations, landscape design and a project’s relationship to the surrounding environment. Design teams typically consist of an artist, the project’s architect, a landscape architect, an engineer, site users and neighborhood representatives.

Design team work is distinctive from studio work, and requires a willingness to actively participate in a group process, willingly sharing ideas with a team of other professionals. Successful outcomes rely not only on creativity but also collaborative problem solving, strong communication skills and the flexibility to accommodate deadlines and timelines.

Past projects in the Portland area benefiting from the skills of artists on design teams include Fire Stations, the Southwest Community Center, the Holman Building, Mary Bridge Children’s Health Center, Smith & Bybee Lakes, the Hillsboro Cultural Center, Gibbs Street Pedestrian Bridge, Gabriel Park Skatepark, and the Denver Streetscape Improvement Project.

ROSTER GUIDELINES FOR USE

Artists selected for the RACC Design Team Roster will be pre-qualified for a range of public and private public art opportunities in the Portland region over the next 3 to 5 years. The Roster is used in ways that best fit the needs of a particular project. Examples include the artist creating an art plan for a site; collaborating on early design along with having a budget to create artwork(s); identifying opportunities for other artists to provide design elements (e.g., floors, railings, wayfinding features, windows, doors) within the construction budget and/or complemented with public art funds; or, creating a distinctive art component for a project. When a design team opportunity arises, representatives from the specific project review the roster, consider the project’s particular needs – small scale, large scale, integrated or plans -- and select an artist(s).

The roster will be posted on RACC’s website, providing access to all required application materials. RACC does not guarantee that an artist on the roster will be selected for a design team. Selected artists may continue to apply for other RACC Percent for Art and/or RACC administered public art projects for the duration that they are on the roster.

The Design Team Roster is just one of many processes RACC uses to select artists for public or private projects including open calls for site specific interior or exterior sties, purchasing individual artworks for the Portable Works Collection and the Visual Chronicle of Portland, and selecting artists for temporary projects or residencies.

ROSTER SELECTION CRITERIA + PROCESS

RACC’s Public Art Advisory Committee (PAAC) and selected representatives from Portland's design community will review submissions in March 2010 and make selections based on the criteria described below. There is no limit to the number of artists who can be selected for the roster which will be in use for 3 to 5 years.

Roster artists will be selected based on the following criteria which should be addressed in either the submitted images or the Statement of Experience/Artist Statement (see Required Application Materials section below) as part of the application:

• Creative problem solving within a collaborative group setting;
• Strength of past work installed in public settings;
• Ability to read and understand architectural and construction drawings; and
• Ability to communicate and engage in a shared approach to generating ideas.

REQUIRED APPLICATION MATERIALS

The application submission must include all of the information and materials described below. All materials must be submitted through CaFE™ (www.callforentry.org)

1. Statement of Experience/Artist Statement. In 3000 or less characters and spaces, address the selection criteria and describe experience/practice in design team work. This statement will be posted on the website along with images of past work for those artists selected for the roster. Please check the number of characters and spaces before submitting your statement. When RACC prints this item, the CaFE™ system automatically omits all characters/spaces that exceed the 3000 limit.

2. Résumé uploaded as a PDF file that outlines professional accomplishments (maximum 2 pages). For team applications, include 2-page resumes for all members. Include three professional references (name, affiliated organization, email address and phone number).

3. Exactly 20 Images* of Past Work including details. Do not embed label information into the jpeg image. One image per jpeg is preferred. Project details will be viewed as separate images rather than composites.

* If you do not have the required 20 images, go to www.callforentry.org/blankimage/blankimage.jpg. Save the blank image there as a jpeg file and add it to your image bank, to use as many times as needed in order to provide the required images for the application.

4. Image list uploaded as a PDF file that provides title, location, date completed, media, dimensions, budget, commissioning agency, project partners, and brief description of the project/conceptual information.
